2. .NET 4.5 (if the resource worked in .NET 3.5 should be able to work on 4.5 also).
3. WEB API 2.0 & MS unit test framework. (resource with good knowledge on basic rest service & API should be able to work on it).
4. LINQ, EF 6.1 and TFS.
